Sgt. Paul Francis has been a police officer for thirteen years and has been with the Essex Police Department since 1995, after spending a short time with the Saugus and Manchester Auxiliary Police programs. Sgt. Francis has been the department's D.A.R.E officer since 2000, coordinating Drug and Alcohol Awareness programs with local school officials, until state funding was cut. Sgt. Francis previously served as one of the town's two Detectives and is currently the training coordinator under the direction of Chief Silva. In his capacity as the Firearms Officer, Sgt. Francis is also trained on the M.I.R.C.S. firearms records computer, assisting the Chief of Police with the firearms licensing process. Sgt. Francis is currently in the process of completing his Bachelors degree at Curry College. He also served as the Treasurer for the Essex
Police Benevolent Association for several years.
